Celeste Ross of Brunswick County, Virginia, enrolled on September 23, 1918 as a transfer student from Farmville (then a state-run "normal school," now Longwood University). She took classes at William & Mary for one year, then took additional classes in 1923-24 and 1929-30 through the Norfolk extension program. She never received a W&M degree.
According to the 1930 Census, however, Ross was a public school teacher in Norfolk. She married David Paul Decker in 1934. Decker was the Director of the City of Norfolk Department of Parks and Recreation.
The Deckers had a daughter: Anne Lee Decker.
Celeste died in Norfolk in 1960.
