Ashley GrayMedicaid Health Plans of America Flexes Its Policy Chops, Hires Medicaid Expert Ashley Gray (MPP'14)

Ashley Gray joins Medicaid Health Plans of America (MHPA) today as the national trade
association’s new director of federal policy. In this role, Ms. Gray will serve as the
organization’s lead for all policy and regulatory issues that affect the Medicaid managed care
industry.

Ms. Gray comes to MHPA from Avalere Health, a DC-based health care consulting firm. There
she provided strategic health reform implementation support to life sciences and health
plans, with a particular focus on state and federal Medicaid policy issues. Prior to Avalere,
she served as an intern in the former Medicaid and Duals Policy Unit at Anthem, Inc., where
she focused on health reform implementation, Medicaid expansion, and managed long-term
services and supports. Ms. Gray received her master of public policy in health policy from the
Thomas Jefferson Program for Public Policy at the College of William and Mary and was a
Chancellor’s Scholar at Vanderbilt University, where she received her bachelor’s degree in
English, philosophy, and public policy.
