RC Dev server

Used for vscode / AI agent use on cluster

/local/USER dir for .vscode_server files

allows submissions and visibiilty into all RC clusters

1. Querying/submission to the SLURM clusters from Dev
2. k8s cluster
3. /local/USER for .vscode_server files   not purged, not backed up
4. Not used for running jobs, only for:
   1. file manipulation, jobs checking, job submission through vscode or AI tooling
   2. High cpu or memory use will cause processes to fail
   3. If you need high cpu/memory run your process on a compute node
5. vscode configuration for automatic job on cluster for vscode
