Our changing environment is creating more and more challenges for local governments, whether it be riverine flooding in parts of Virginia, increasing sea levels in coastal areas, or the potential for wildfires. Our changing political landscape points to greater responsibility for disasters at the local and state levels. These changes drive an urgent need for local governments to become more resilient and plan ahead. But financing resilience can be a challenge.
The conference sets the stage of resilience challenges and opportunities via “A Fireside Chat on Resilience, Risk, and Money” with Alice Hill, moderated by Samantha (Sam) Medlock. Alice and Sam are both nationally recognized experts in resilience, both having served in numerous federal positions, including in the White House.
Alice and Sam’s conversation will lay the groundwork by putting the challenges of Virginia’s local governments in the larger national context of changing physical and political landscapes, especially helping to enlighten the audience to the big-picture dynamics and interconnections between insurance, property values, mortgage banking, local government bond ratings, local government revenue streams, and risk.
The session “Insurance as a Fulcrum for Change” brings together experts in resilience, risk mitigation at the parcel level, and parametric insurance to dig deeper into the connections between these areas and how advances in one area can serve multiple purposes. This lays a foundation for attendees’ understand that will allow vibrant discussion during session three’s breakout groups, where attendees will respond to questions and brainstorm strategies. After lunch on site, questions and strategies emerging from the breakouts form the basis for the discussion of local resilience, finance, and insurance experts in Virginia to respond.
