Bio
Jeffrey M. Bourne is the Chief Legal Officer of The Branch Group, one of Virginia's leading construction and infrastructure companies, where he oversees the company's legal affairs, enterprise risk management program, construction support services, and strategic compliance initiatives. In this role, he provides executive-level counsel to senior leadership, manages complex litigation and regulatory matters, and helps guide the organization's long-term business strategy.
Prior to joining The Branch Group, Bourne served as Deputy Attorney General for the Commonwealth of Virginia, leading a division of attorneys and professionals responsible for transportation, real estate, land use, and construction litigation matters. During his tenure, he advised state agencies and senior government officials on significant legal, contractual, regulatory, and infrastructure issues affecting the Commonwealth.
His career also includes senior leadership roles in public service, including Deputy Chief of Staff to Richmond Mayor Dwight C. Jones and Director of Policy and Government Affairs for the Richmond Redevelopment and Housing Authority. Throughout these positions, Bourne played a key role in policy development, intergovernmental relations, strategic planning, and community engagement.
In addition to his legal and executive leadership experience, Bourne served in the Virginia House of Delegates, representing the 71st District from 2017 to 2024. His commitment to public service extends through board leadership and community involvement with organizations including the Virginia Chamber of Commerce, First Tee of Greater Richmond, NextUp, and Fit4Kids.
Bourne earned his Juris Doctor from William & Mary Law School and holds a Bachelor of Arts in Economics from William & Mary, where he was a student leader, and active community volunteer.
Jeff is married to his wife, Anedra, and together they are the proud parents of two children, Sydney and Joseph. Outside of his professional and civic leadership roles, he enjoys investing in the Richmond community, mentoring future leaders, and spending time with his family.
