Pricing & Display

You have a permit; make sure it’s displayed correctly!  Vehicle registration is not complete until the permit is properly displayed.  Decals and hangtags displayed improperly may result in a citation for Improper Display.  Hangtags must be displayed from the rearview mirror so that the side with the hologram and number and year are facing out.  Adhesive decals must be affixed on the rear windshield, driver's side, lower corner or  driver's side on the bumper.  Motorcycle decals must be securely affixed. Taping a decal to the inside of the windshield is not permissible.

Temporary passes are available for specific periods of use.  Passes must be displayed on the driver's side dashboard so that the effective dates and authorized location are visible, if issued in hangtag form, then it must be displayed from the rear view mirror with pertinent information facing outward.

Pricing

The costs of parking decals vary to accommodate various categories of students and staff and are prorated at different times of the year. The following rates apply:

FY 23-24 Decal Rates Effective July 1, 2023

1. Fees for parking decals are not generally refundable. However, students and faculty/staff who leave the university before the end of the school year may apply for a prorated refund.
2. The decal must be returned when application is made for the refund. No refunds for decals will be issued after March 31, 2024.  There is a $15.00 administrative processing fee for all refund requests, that is deducted at the time of processing.  

3. Full-time students who withdraw from the university within the first week of the semester are eligible for a refund of all payments for tuition and fees less the required administrative fee.  After week 1 of the semester, the amount of the refund will be determined based on the following schedule:

   Students will not be eligible for any refund of parking fees if required to withdraw by the university.

4. Students requesting discounts must do so at the time of purchase. (*) Pell Grant reductions require proof of eligibility from Banner. The Pell Grant has to be at a minimum ½ the FAFSA maximum ($7,395) for the applicable term. For 2023-24 the minimum amount is $3,697.50 to qualify. Pell Grant reductions only apply to the purchase of a fall or Spring Decal. Summer decals are not eligible for reduction.
5.  When a vehicle or license plate information associated with a decal changes, the Office of Parking Services must be notified either at 221-4764 or via e-mail at [Parked], or direct update through the T2 online portal. Vehicles that are not registered to the decal they display are subject to a citation.
6. Temporary passes for affiliated non-decal holders (other than freshmen and sophomores) are available for $6.00 per day or $30.00 per week. Contact Parking Services via email at Parked@wm.edu for more information. Non-affiliated guests should proceed to designated visitor lots and establish a Passport pay-by-phone session. 
7. Temporary passes at no charge are available for loading and unloading (30 minute limit) for current decal holders. There is a $6.00 fee for non-decal holders.
8. Guests arriving on campus after 4:00 p.m. when Parking Services is closed must park in one of the designated visitor areas and establish a Passport Pay-by-phone session.
9. Temporary passes for employees and visitors at the Virginia Institute of Marine Science may be obtained from the Registration Desk at Watermen's Hall.
10. Faculty, staff, and students who purchase VIMS only decals may park on the Williamsburg campus at the Kaplan Arena or Plant lot only unless they obtain a $3.00 daily pass from Parking Services in advance that allows them to park in other parking lots on campus. Faculty, staff, and students who purchase William and Mary decals may park on the VIMS campus with those decals.
11. Replacement decals are available for $15.00 WITH THE RETURN of the old decal. Replacement without the original decal being returned will be at the current rate.
12. Emeritus and Volunteer decal recipients must pay the administrative processing fee of $15.00 to receive a decal. Contact Parking Services via email in advance for pick up instructions. Volunteers must serve a minimum of 10 hours per week to qualify for a no-fee parking decal. All others will be issued a discounted temporary pass.
13. Carpooling - Parking Services offers an option for Day Students, Evening Students, VIMS Students, and Faculty/Staff who desire to carpool with members of the same designation and share a hangtag. There are restrictions placed on this program. Please contact Parking Services for details and next steps.
