Roles and Responsibilities

The Design Review Board (DRB) oversees design implementation in conformance with the goals and objectives of the Master Plan. The DRB reviews all construction, exterior renovation/modification and landscaping projects for conformance with the University's architectural design guidelines. The DRB may recommend design elements for architects to consider as projects move through the design phases. Specifically, the DRB will make recommendations at three stages: Site Selection (+Design Intent), Schematics, and Preliminary Design.


The DRB is advisory to the President of the University who remains subject to the oversight of the Board of Visitors (BOV).


Board Membership shall include: *

Chair, BOV Buildings & Grounds and Administration Committee
Member, BOV Buildings & Grounds and Administration Committee
Senior Vice President for Finance and Administration
Associate Vice President for Facilities Management (President's Designee)
Director of the Historic Campus
Chair of the Committee on Sustainability
Architectural Historian, Colonial Williamsburg
Architect at large (appointed at discretion of President)
* The Board may call upon experts as needed.
Staff to the Board shall include:
        Director, Facilities Planning, Design and Construction (FPDC)
        Senior Planner/Asst to the Sr VP

The DRB is comprised of 8 members (see above).  The DRB Chair shall be the Chair of the BOV Buildings & Grounds and Administration Committee.  The DRB Vice Chair shall be the Senior Vice President for Finance and Administration.

Quorum: Five members one of whom is either Chair or Vice Chair. Members may be present by phone
Record: Minutes will be kept by staff to the DRB.
Action: Requires only a simple majority within a quorum.
Schedule:  Meets four times a year in conjunction with the Board of Visitors regularly scheduled meetings, and as needed in order to meet critical project schedule dates.
Scope of Authority
Location: Changes to exterior of any University facility
Project Size:  Major and minor changes to facades of buildings
Permanent:  Senior Planner/Asst to the SR VP
                    Director of Facilities Planning, Design and Construction (FPDC)
Rotating:      Project Manager
Submissions to the DRB

Standard architectural (Schematics & Preliminary) presentations would include at a minimum:

  •   Building footprint
  •   Elevations for all four sides
  •  Demonstration of compliance with order and elements of design guidelines
  •  Demonstration of compliance with architectural zone (Traditional to Transitional)
  •  Demonstration of actual building materials and mock-ups as required at the Preliminary stage.

Standard site selection presentations would include at a minimum:

  • Topographical map of sites considered with proposed footprints imposed
  • Selection criteria
  • Advantages and disadvantages of each site
