Charlie earned her B.B.A. from the College of William and Mary in 1976, and is a graduate of the Catholic University School of Law.  She is admitted to the District of Columbia Bar.

Charlie leverages her experience managing the implementation of major tax and healthcare policy in leadership roles in the private sector for Brownstein clients. Her combination of high-level policy and regulatory insights, experience as in-house corporate counsel and unmatched management skills drive her execution of clients’ corporate policy goals.

Charlie brings close relationships with U.S. House and Senate members on both sides of the aisle and with top administration officials. Prior to Brownstein, Charlie was vice president of federal public affairs specializing in healthcare and tax policy issues and an attorney for a large D.C.-based law firm. She also served as the vice president and counsel for Aetna, one of the largest health insurers in the United States, where she managed the company’s legislative and regulatory efforts on health IT and electronic medical records. While there, she helped lead the implementation of the Affordable Care Act exchanges and led Aetna’s high deductible plan and HSA lobbying agenda.

Charlie also served as Mobil’s corporate counsel and policy advisor to the board chairman, focusing on employee benefits, taxation and international trade. In that role, she represented the chairman in managing congressional and regulatory oversight initiatives and in coordinating the approval of the ExxonMobil merger.
