IST Resources

The Virginia Department of Education (VDOE) began to develop model Instructional Support Team (IST) sites in 1999 and continues to develop expansion sites throughout the Commonwealth. Instructional Support Teams are designed to enhance, improve, and increase student and staff performance through professional development and a collaborative problem-solving process that includes a case management model. An integral part of the problem-solving process is the instructional assessment. This assessment identifies students’ instructional levels by determining what students know, what they can do, and how they approach new material. Teachers learn to match the assessment results to appropriate evidence-based instructional strategies, to set instructional goals, and to monitor student progress.

Schools participating in the IST initiative receive intensive professional development from regional (VDOE) Training and Technical Assistance Centers (T/TAC) beginning with a three-day overview of initial implementation in the fall. Continued professional development includes a series of workshops and monthly on-site consults that consist of modeling, coaching, and team consultation. The on-going professional development and monthly technical assistance and support are provided by T/TAC specialists from The College of William and Mary, Virginia Commonwealth University, George Mason University, James Madison University, and Radford University. There are currently 33 sites (29 elementary and 4 middle schools) in differing stages of implementation. Five of these are model sites that are validated and open for visitors. The University of Maryland continues to collaborate with the VDOE to provide technical support for the IST model. Another similar model is being developed through a grant from the University of Maryland in Prince William County Schools and is referred to as the Instructional Consultation Team (ICT) model.

A half-day informational session is scheduled for January 10, 2007. At this meeting, the application process to receive training and technical assistance is described and applications will be provided to interested schools.
