Philip A. Leone
Mr. Leone received a Bachelor's degree in Economics from Iowa State University and a Master's degree in Urban and Regional Planning from Virginia Tech. His public service experience includes previous work in local government.
Mr. Leone is Director of the Joint Legislative Audit and Review Commission (JLARC), the program evaluation agency of the Virginia General Assembly. He was appointed Director in 1986 and was re-appointed to a four-year term in 2004. Mr. Leone has been a member of the Commission's staff since 1974.
Mr. Leone directs a staff of 30 trained in a wide variety of research disciplines with an annual budget of $2.9 million. Under Mr. Leone's direction, JLARC has received national awards for research excellence from the Legislative Program Evaluation Society of the National Conference of State Legislatures (NCSL).
Mr. Leone has taught at Virginia Commonwealth University and Virginia Tech and is an occasional speaker at professional meetings. He is a member of the public policy program advisory committees for Virginia Tech and The College of William and Mary.
