Kay A. Kemper
Ms. Kemper holds a Bachelor of Arts Degree in English from the College of William & Mary, where she was a Dean's List student. She also earned a Master of Public Administration in Public Policy Analysis from Old Dominion University.
Ms. Kemper is the President, owner and founder of Kemper Consulting. She is responsible for all financial and operational matters of the firm. As Chief Executive Officer, she has been instrumental in positioning the firm as a recognized leader in local and state government relations. Kemper Consulting represents companies, law firms, governments and non-profits on issues of heath care, transportation, real estate development, employee benefits, public and higher education and community arts before local and state governments.
Prior to founding Kemper Consulting, Ms. Kemper served as the first female Vice President in the history of Old Dominion University. In her capacity as Vice President for Institutional Advancement, she was responsible for all external relations including the Virginia General Assembly, the Hampton Roads community and the University's alumni and donors. She was also responsible for all University events and publications.
