Robert J. Cline

Mr. Cline holds a doctorate in economics from the University of Michigan and an undergraduate degree in economics from the College of William & Mary.

Mr. Cline is National Director of State and Local Tax Policy Economics at Ernst & Young LLP in Washington, D.C. In addition, he is National Director of E&Y's economic and fiscal impact analysis practice. He has extensive state and local tax policy and research experience having served as Tax Research Director in the Michigan Department of Management and Budget and in the Minnesota Department of Revenue.

Mr. Cline has directed or participated in tax policy analysis, tax modeling projects, and state and local fiscal and economic impact studies for public and private-sector clients in over 30 states. He is a member of the Editorial Advisory Board for the National Tax Journal.
