of Virginia's DMBE (Department of Minority Business Enterprise) has
certified 13,204 SWaM businesses.
A woman-owned business enterprise is a business concern in which at least 51percent of the business is owned by one or more women who are U.S. citizens or legal resident aliens. A minority-owned business enterprise is a business concern in which at least 51percent of the business is owned by one or more minorities. For the purpose of the SWaM Program, all certified minority-owned and woman-owned businesses are also small business enterprises.

Expedited Certification Approval Process. Beginning July 9, 2007, businesses seeking certification as a small, women- or minority-owned (SWaM) business will no longer have to wait up to 30 days for aproval. Applicants will receive certification upon receipt of the application by the Department of Minority Business Enterprises (DMBE). Applicants will then have up to 30 days to submit the required supporting documents to substantiate eligibility.
