Graduated from William and Mary in 1966 and served the institution as professor of law and dean of the school of law. Graduated from Oklahoma State University and obtained his J.D. from the University of Texas. Served as Director of the Institute of Bill of Rights Law at William and Mary from 1985 to 1988.
