U.S. Export Control Regulations

 

The Federal agencies and export control regulations most commonly associated with research activity at academic institutions in the US are listed below.  Please note that violations of these export control regulations can lead to significant civil and criminal penalties.

 

United States Department of State (Directorate of Defense Trade Controls)

        a.      International Traffic in Arms Regulations (ITAR)

        b.      The ITAR regulations cover defense articles and services, meaning items and information specifically designed or adapted for military use.

 

United States Department of Commerce (Bureau of Industry and Security)

        a.     Export Administration Regulations (EAR)

        b.      The EAR regulations cover dual use items, and are much broader than the ITAR regulations.

 

US Department of the Treasury (Office of Foreign Assets Control)

        a.     Office of Foreign Assets Control (OFAC) – Sanctions Programs and Information

        b.     These regulations cover trade embargos and economic sanctions.

        c.     OFAC Specially Designated Nationals and Blocked Person List (SDN)
