As a part of its on-going effort to play an active role in resolving
public policy issues, the Institute sponsors a public policy
task force series. The first was a "Task Force on the Drug-Free
Work Place". Composed of individuals from diverse backgrounds
with varying points of view, including leaders of industry, lawyers
and law professors, public officials, medical and health experts,
and a member of the judiciary, it produced a model statute regulating
the rights and responsibilities of workers and employers in the
controversial area of drug-testing.

A second task force, "Winds of Change," focused on
international human rights and the evolution of democracy. Supported
by a grant from the Henry M. Jackson Foundation, the work of
the task force culminated in a symposium issue of the Bill
of Rights Journal and a book on comparative constitutional
reform.
