Joined the faculty in 1979. Worked as a staff attorney in the Office of General Counsel of the Federal Trade Commission and taught at DePaul University College of Law.

Author of Administrative Law and Practice, (2nd edition), Federal Practice & Procedure Vol. 32 & 33, Administrative Law: Cases & Materials, (5th edition, with Jordan and Murphy), and articles in the Duke Law Journal, the Georgetown Law Journal and the George Washington, Michigan Journal of International Law, Wake Forest, William and Mary, and Administrative law reviews.

Assistant Chief Reporter of the Administrative Law of the European Union Project of the American Bar Association, Past Chair of the Committee on Sections and Annual Meetings and former chair of the Administrative Law Section of the Association of American Law Schools. Co-chair of the International Law Committee of the Section of Administrative Law and Regulatory Practice of the American Bar Association. Member of the United Nations Affairs Coordinating Committee of the American Bar Association. Served as Editor-in-Chief of the Administrative Law Review and as a consultant to the Administrative Conference of the United States.
