LAW 603-01 The Deregulation Dilemma Seminar 2 credits
The deregulation of the energy and telecommunications industries was one of the most controversial governmental acts in the U.S. and the U.K. in the 1980s and 1990s. This seminar will cover the deregulation of such industries with emphasis on the legal and financial impacts, the relationship between federal and state regulatory jurisdiction, the challenges to deregulation and, particularly, issues such as market power, price caps, stranded costs, the California energy crisis, the collapse of Enron and Global Crossing, and the "crunch" on companies such as AT and T, Duke Energy, Pacific Gas and Electric, The Williams Companies, and others. The seminar also will cover Wall Street's "behind the scene" role in deregulation. The final exam will account for 75% of the final grade. Student participation is required and will account for 25% of the final grade.
