This course on European Union Law aims at explaining the constitutional settlement in Europe after enlargement and the last Treaty reforms. The course will analyze the new constitutional architecture and focus on the evolution of the EU political institutions, the Commission, the Council and the European Parliament. Special attention will be paid to the European Court of Justice and its system of legal remedies and to the judge-made doctrines of Direct Effect, Supremacy and State Liability that govern the relationship between EU law and national law. Legal and Political safeguards of European federalism and Fundamental Rights Protection will be studied. We will examine the external relations powers of the ne Union, its trade, foreign and security policies and will end with a debate of the role of Europe in international affairs.
