In December 2006, the United Nations adopted by consensus the Convention on the Rights of Persons with Disabilities, the first human rights treaty of the twenty-first century. Currently only some forty nations have disability related laws, many of which are modelled to some degree after the 1990 Americans with Disabilities Act. Thus, about three-quarters of the world will need to address the question of how to develop protections for some 10% of their population, a segment that has traditionally been marginalized and socially excluded. This one credit course examines different models for addressing that issue, including pending legislation on which the instructor is advising.
