Biography

Class of '79(BA), '82(JD)

Ms. Carter earned an undergraduate degree ('79) in Economics and Philosophy from the College of William and Mary, as well as a law degree ('82) from the Marshall Wythe School of Law.              

Prior to joining NiSource, Ms. Carter served as Deputy General Counsel, Gas Transmission and Distribution for Dominion Resources Services, Inc.  Ms. Carter and her team handled legal work for Dominion’s interstate natural gas pipelines, LNG import terminal, local distribution companies and marketing company, as well as advised clients on federal and state regulatory issues.

Employed by Consolidated Natural Gas Company in 1983, Ms. Carter held various positions in the law department and in the marketing group of the interstate pipeline. After the merger of Consolidated Natural Gas and Dominion Resources, Ms. Carter joined Dominion’s law department.
