Mr. Payne graduated from William & Mary in 2001 with a B.A. in Public Policy and in 2005 was named a Fellow of the Sorensen Institute for Political Leadership at the University of Virginia. He is the Principal of Bull Moose Strategies, LLC, a Virginia-based consulting firm specializing in public relations and advocacy. Mr. Payne is also a partner with Commonwealth Outfitters, LLC, a hunting and fishing guide service based on the Eastern Shore, and is a co-founder of the Virginia Sportsmen's Foundation, a nonprofit, volunteer-based organization providing outdoor education to first-time hunters. He serves on the boards of Virginia21, a generational advocate that provides non-partisan information and support to young voters and students, and Tribe Partners, which provides career awareness and professional development support for William & Mary students. Mr. Payne was awarded the W&M Annual Giving Board of Directors Cup in 2011 and completed a term on that Board in 2014. Since 1997 he has been involved with the William & Mary ice hockey team as a player, assistant coach, and chairman of its booster club. In 2015, Mr. Payne published his first book, Mark Warner the Dealmaker: From Business Success to the Business of Governing, the first independent biography about a Virginia governor in 15 years. Mr. Payne was appointed to the Board of Visitors in 2014. Currently he serves as Chair of the Committee on Administration, Buildings and Grounds and Vice Chair of the Committee on Student Affairs.
