Mr. Flippen received his M.B.A. (1967) and J.D (1974) from the College of William & Mary, and his B.S. from Virginia Commonwealth University in 1965. Mr. Flippen is a partner (retired) with the Richmond law firm McGuireWoods LLP and has been practicing law for more than 35 years. Currently, he is a lecturer at Duke University's Nicholas School of the Environment and the University of Virginia School of Law. From 1975 to 1980, he served in the Office of General Counsel of the Virginia State Corporation Commission, leaving the Commission in 1980 as Deputy General Counsel. From 1980 to 1981 he was Assistant General Counsel for Duke Power Company. In 1981, he joined the Energy and Environment Group at Mays and Valentine, and in 1999, the Energy and Utilities Group at McGuireWoods LLP.
Mr. Flippen has served on the Virginia Commonwealth University Board of Visitors (1994-2002, Rector 2000-2002), the Board of Directors of the Medical College of Virginia Hospitals Authority (2000-2002) and chaired the Governor's Blue Ribbon Commission on Higher Education (1998-2000) and the Attorney General's Task Force on Access to Higher Education (2002-2003). Mr. Flippen was appointed to the Board of Visitors in 2010.
